On July 18 at WAIC, Tencent Cloud officially released ADP 4.0 International, upgrading the Intelligent Workspace, Claw Mode, and Skill Marketplace three modules for international adaptation. This is the first fully-formed overseas release of the domestic ADP 4.0. The key upgrade is making "Agent + Workflow two-way mutual invocation" a first-class citizen. Wu Yunsheng points out the logic: vague businesses handed to Agents will burn a lot of Tokens; deterministic processes handed to Workflows need no Tokens. The two work together, and enterprises can finally price "intelligence" and "efficiency" separately. The Model Marketplace has already been integrated with multiple major international models, and overseas SaaS like Google Workspace is also wired up. Overseas landing is starting with Indonesia and Southeast Asia. A medical group based on ADP built an AI medical assistant covering smart triage, appointment booking and emergency risk recognition; an overseas operator used ADP to rebuild customer service, compressing the new business launch cycle from weeks to days. The meaning of mass-producing an enterprise-grade Agent platform is captured in one sentence by Wu Yunsheng: competition has moved up from the Token layer to the application layer. Now that the price-performance of Chinese models has been felt by overseas SMBs, the next battle is who can first package "Agent + industry know-how" and ship it — this is AgentOps's moat over pure model APIs, and the real exit from "Token price war".
